The untitled nobility or "nobreza da terra" was made up of the old colonial gentry families. Because of their status they were the backbone of civil service and could use the style of "Your Excellency".
The titled nobility were the titles on the image above and were conferred for some service to the state plus paying the fee. The Office of Registration of Nobility titles of the Empire would check the applicants genealogy (the requirements were to have "clean blood", that is no jewish or moorish ancestry, and no "mechanical defect", that is, none of your recent ancestors could have performed manual labor for a living).
After confirming that important data and paying the fee, the Office would make its recommendations to the Emperor who would then bestow the titles.
Also, the titles of count, marquis and duke also conferred the holder the style of "grandee of the Empire".
