It's just the ratio of dextro to lepto meth ie the chemical's handedness. Lepto meth doesn't get you high really iirc but can cause weird feelings and heart palpitations. Dextro is what they want for a high. Small batch nazi method meth gives you equal dextro lepto while large scale cartel meth is mostly dextro I think. So really it's the punishment for moving cartel meth vs small batch psudafed meth.
