All of them, but on different levels.

The leftoid faction of the French Revolution, the “Montagne” was crushed in 1794. Napoleon was himself a product of the Revolution but ironically he putted an end to it along with the First French Republic by being crowned Emperor. He was still fairly progressive in some regards (Napoleonic Code, emancipation of the Jews, separation of Church and State).

His enemies, with the big exception of Britain, were all absolute monarchies trying to quash revolutionary ideas before they could spread like wildfire, so you could argue Austria and Russia were the bigger chuds.
