The Soviet invasion shattered some generals delusional view that the Soviets could be brokers in some peace deal but it seems the Atomic bombings were the reason for Hirohito making the call to surrender himself.

Before that he never said a word against the high command and the government but after Hiroshima and Nagasaki he stood up to them and finally forced them to accept surrender.

tl;dr when Hirohito made the original surrender speech two of the three area army commanders (the two ones on the mainland) did not surrender. It took a seperate army speech directed to them for them to back down. It only mentions the Soviets.
