Yeah. I've noticed a trend that modern media featuring female villains often has a last-minute redemption arc, or a backstory that excuses their various atrocities.

Compare that to older stories where the villain is either just evil (Jafar from Aladdin, the Goa'uld from Stargate), or has an understandable motivation which merely helps explain their malevolence (Annie Wilkes from Misery, Scorpius from Farscape).
