Nobody has a natural right to get a bunch of state subsidies to record/broadcast media, put that media in my brain, and then forbid me from engaging in my own expression if it's too closely-inspired by that media.

But plagiarism has frick all to do with copyright? Like if I pass of Shakespeare's work as my own that's still plagiarism even though that shit hasn't been under copyright protection for centuries if such a thing even existed back then.
