Not really, vpns are a middle class thing in china. They're pretty expensive and not that useful now that china has a good tech industry. You can look at
international students in colleges, they always have wechat or bilibili or other chinese made websites open on their computer when they could be using anything they want. For reference my vpn subscription there costs 4 times as much as apple music does. I do get gigabit connection through it though so maybe its not representative of an average one.
