Some huge portion of born-deafoids can't read
BUT
most deaf people don't understand sign language, because most people go deaf when they're old.
Sign language in general is dying though because of cochlear implants and live transcription getting better and better.

We should be teaching deaf kids to read. Like sure it might be harder, but I don't see how they can be anything but a drain on society if they are deaf and can't read.

We do, but deafs have essentially formed a parallel society so they can get away with using nothing but sign language and lose any English reading skills they may have. That's why cochlear implants are "genocide"
Heck, I have an example of my own from a charity I volunteered for. One of the clients was deaf, 60-something years old. I text her "I'll be there ASAP." Her response? "What that means"
She also couldn't spell my name even though it was literally written on the screen in front of her

English writing is based on english speaking so it's harder for them to read it and if they don't keep up their english skills they forget. They also can't sound out words to figure out what they mean. Then put them in a deaf group home and give them nothing but deaf friends and you end up with someone who's functionally illiterate

There's a few profoundly useless and neurodivergent attempts at making a written form of asl but it's pointless compared to just writing in English. You can't sound it out or break it down into "syllables" so it's like learning to read and write Chinese but with none of the practical uses
Also asl commonly involves spelling out English words so you're going to end up with at least some English writing knowledge
