This is based on a wonderful series (the Arkady Renko series) by Martin Cruz Smith (best one is Wolves Eat Dogs) but it’s a great movie all alone. If you like the movie, read the series of books. They were written from 1980 - 2009 and Smith lived there and knew his shit
