I'm guessing because they don't have the rights or something? Otherwise why would you make a movie about Madame Webb, the character who introduced the original multiverse aspect in the 90's cartoon; Ezekiel Sims, the character who originally introduces the multiverse aspect of Spider-Man in the comic books; and multiple alternate universe Spider-Mans?

If I didn't know better I'd say Sony had a larger plan to build up a Spider-Man cinematic universe based on the "cosmic" side of the character, with the Inheritors being the background villains the way Thanos was during the successful Marvel years. Fortunately I know that the whole thing was conceived, planned and written by morons who know frick all about Spider-Man, so they probably just threw the movie together because it seemed like a good platform for "diversity".
