The Valyrians were a race in Essos which practiced magic and domesticated Dragons (again due to blood magic). They're described as having pale skin, silver hair and purple eyes. In the books the Targaryens are the last valyrian dragonlords, that's why they practice incest but they intermarry with the Velaryons (Princess Rhaenys Targaryen married Corlys Velaryon), another Valyrian family, but in the show the Velaryons are all kangz with Mozart-era wigs
