Celebrity guest voices honestly do not cost much. They show up to an hour long recording session, do their lines and leave never to return. They make about $1000 SAG scale. They'll get more in residuals later. There's zero commitment on their part, and it's quick easy and fun to be a cartoon. They can even do it from home if they want these days.
The real wasted money goes to the writers. A entry level writer will make $4000 a week + a script fee + residuals. If you've been on staff for more than a season you get promoted to story editor which pays $8000/week. Every writer gets promoted cause the ((show runners)) are also writers and always look out for their own. If you're on for more than two seasons as a writer you'll become a co producer and make $12000 a week (plus script fee and residuals). Then supervising producer etc etc until you're an executive producer.
This model works for like, the Simpsons or family guy. But if you're not a smash hit the writers room bloat eventually sinks the budget of every one of these adult animated comedies.
The animators, directors, board artists, background designers etc make a fraction of what the writers make. A writers room of 8 writers will cost more than a 100 person animation staff.

I think I'm in a minority but I basically just hate all celebrities in the sense that I never want to recognize the person acting or voice acting. It's always immersion breaking to be interrupted by the thought "Man, I know this voice from somewhere. Who is this? Oh, that's Keanu Reeves. Why the frick is he in this?" But other people apparently have the thought "OMFG holy craperino that's le heckin wholesome Keanu!!!! Instant 10/10!"
