[Disclaimer: I know the movie and certain parts of the book, which did not impress me, so my recollections will mix the two up.]
This might be petty but I go absolutely apeshit at the ending of that movie where the whole gimmick for the ending is somebody has a starlight scope. In a basement. You dumb motherlover. Do you understand the "starlight" part of it? It's light amplification. It just makes everything way brighter. If you're in a basement there is no light source so there's nothing to amplify. Why would you make the whole gimmick for the ending of your book/movie be all about this technology except it totally does not work at all like that?
I'm not particularly in love with Tom Clancy but I find it fascinating that your New York crowd rated this book really highly but thought he wasn't classy.
First of all, it's hard to take you seriously while you're soycrying.
Second, we could go into that if you really want me to. Silence of the Lambs is peak white women and f-slurs imagining what jail, serial killers, etc. would be like because it's all very distant from them.
Third: Don't introduce this as a key plot element to wrap up all the loose ends in your story and then whine that only nerds care about how it works. You brought the night vision goggles into the story. You made a very deliberate choice here. If this seems like obscure pedantry, hey, I was born because a starlight scope caught a really good NVA sapper creeping up on my dad. But for the people writing (r-slurred male perverts) and reading (r-slurred female perverts) "mystery" novels, they couldn't give a shit.
This is why even though Anne Rice is always writing homoerotic stuff about gay Babylonians it's superior to that kind of slop. I don't have to stop every 30 seconds and say "that's not how ancient people were!" When I'm reading the modern serial killer fiction I do stop every 30 seconds and say "that's not even how modern people are".

The fricking technology for infrared goes back a fricking long way.
The fricking reason the fricking Starlight scope was fricking innovative in vietnam was fricking because it didn't need IR light, which could give away position to enemy.

Yes but that's a totally different kind of technology.
They had IR scopes at the end of WW2, used to some effect, but they were extremely heavy and bulky. It was a niche thing.

The movie was made in like 1990 or something. They didn't have imaging IR back then. And it was based on a movie from a lot older. So yes, it was all about Vietnam tech.

But you wouldn't make the ending of your movie be all about that. Not unless it was something really stupid like Invasion USA where Chuck Norris shoots the guy with a LAW rocket and there's a huge explosion even though these things barely weigh more than a hot pocket.

The ending of Silence of the Lambs is the bit where
Lecter escapes. If the film was made nowadays they would 
have engineered for Clarice Starling to be there 
and have corny scene 
where 
Lecter spares her but this movie 
had the taste 
to stick 
to the book for that part.
Wrapping up the Buffalo Bill plot is an afterthought and I'm fine with it being based
on a fictional piece of technology 
as are the majority of people.
