and this will never change. The government and taxpayers don't want to spend money on excess capacity. Having a robust grid requires redundancy and redundancy costs money. Are you going to vote for policies that promise increased hydro rates? It will get worse until people are willing to pay for it, then it will get improved just enough, then the cycle repeats.
