The government could stop handing out free drugs and making them legal to carry (in BC where the article is from) for a start.
The City of Vancouver literally had some city council members handing out packages of clean meth, heroine, and crack.

When I walked around the city the nicer apartments were next to a large bus station. Since the station had shade it was filled with junkies strung out and homeless people were constantly loitering around the apartments. I could understand if there was shade or places to sit but there wasnt. These guys were endlessly pacing back and forth in front of the apartments for hours in the hot sun in front of these apartments to harass people going in and these were the upscale luxury apartments.
