This is some of the most hilariously authoritarian shit I've ever heard of in my life for a supposedly first world country. I mean ffs look at Israel and Lebanon. They're in an actual fricking war where people are dying every day and in both countries you can basically say whatever the frick you want, but Canadians think this is a horrible threat. Even under the Putin regime in Russia it's only fairly recently that they've had measures like this in place. The country run by a literal KGB officer.
