The fact that food shortages are a plot point made me realize that Mario and other "gameplay first, worldbuilding second" franchises seem to be set in a post-scarcity world. When was the last time anyone in a canon Mario work seemed worried about food, water, or money? It doesn't seem like a world where a revolution would happen because everyone seems so satisfied.
This isn't to throw shade on the fanfic. It's just that I never realized that the Mario universe is a borderline paradise.
