Llamas were a recurring xD so random joke in all maxis titles at the time, this is just an extension of that.
Simcity 4 (unironically one of the greatest games of all time) had a city council with animated sprites so a police commissioner could chide you about the dindus being rowdy. There was a cheat code where you could replace all of the sprites with llamas so a 🦙 could tell you the sewers backed up and drowned 6,000 diverse persons in an ethnically enriched neighborhood
