Realtalk, I think the big issue for a long time was that it's not a power reserved to the federal government to issue voting IDs or IDs in general and it falls to states along with counties implementing actual voting.

Voter-ID requirements are the norm in many countries, as Republicans are fond of pointing out. But so are national ID cards.
