It's LA, I'd imagine it's possible it's some kind of r-slurred art exhibit
I can't imagine someone would let their trafficking victims go for nice walks to rearrange steel beams for satellite photos. Or just leave things the way they were after they had escaped long enough to rearrange giant steel beams or planks or whatever the frick that is

When I was living in LA there was a schizo somewhere near my apartment who would spray paint long
screeds just like this over the crosswalks at an intersection nearby. This is completely standard for LA and does not necessarily mean anything.
There are also still entrances to the old closed-down subway system that used to be under LA in the 30s. They're fenced off, but homeless people commonly break in and shelter down there. Schizo ramblings near a hole in the ground in Los Angeles don't necessarily mean anything at all tbh
