Are the badges for vaccinating and zombifying people given per award given or per person converted?

From last year's thread:

Once Homoween ends, badges and prizes will be distributed keyed on merit for performance in the ZIPOCalypse. The following milestones will yield a badge:

Vaxxed 10 people

Vaxxed 100 people

Bit 10 people

Bit 100 peopple

You'll also keep the badge belonging to the team you were on at the time this ends. The winning team will get an upgraded variant which I haven't made yet but it will probably just be shiny and have a straggy sparkle effect

Don't know if it's gonna be word for word this time, but probably a good estimate nonetheless
