It's these weird little places in strip malls where (as far as I understand from my extensive contacts with the lowlife community) hopeless middle aged women who have given up on life daydrink and play low stakes gambling machines waiting for men to hit on them.

He can't "win". He almost never makes big bets(like 5K+) and the only time he does choose to make a big bet is when he is on a losing streak aka the phase where you hit 1 win for a dozen or so losses and makes a desperate big bet.
I'm no math nerd but that's a guaranteed no win strategy.
