I uploaded the webp to ezgif.com and converted to a gif, but I skipped the intermediate transparent frames because it would be too hard to get rid of the background through the transparency, so 7 frames.
Then I cut everything that wasn't fingers, set the saturation to zero to get rid of the color that had blended into the borders, recombined two frames at a time at 50% transparency to recreate the intermediate frames, adjusted the size to 100x130, then reassembled the 14 frames on ezgif again.
