My better idea is you gives person a notebook. The person with notebook writes any persons name in it and that person is banned.
Every time he writes he leaves some clue and people can guess who he is but if they guess wrong their names get automatically written.
If he gets bored he can give it to someone else.
Also there is also some shinigami (that means death god in japanese) stuff. This is my complete original idea.
All bans are permanent and unreversible.
