Special interest groups, corporations, and governmental agencies. The bills get sponsored by the politician or political party when the organization that wrote the bill pays enough to the re-election campaign, or provides services in other ways.

Theoretically a lobbyist could actually write a full bill and have a member of congress submit it, but in practice there would be a fair amount of revision and changes to it.
