Assad has lost half his country and has to deal with Turkey, ISIS, the PKK, the USA. He doesn't need more trouble. And he's accepted occasional Israeli bombing for years.
I seriously doubt the Israelis want a direct confrontation either. If they start shit there then it opens a new front and brings in the Syrians, Iraqi Shi'a extremists, and maybe even the Iranians directly.
Both sides probably want to avoid trouble because, if nothing else, it's extremely hard to predict what would happen.

There's really not any kind of military action that anyone could take against Iran that would make sense. You could bomb their nuclear facilities but they can just make more centrifuges and disperse them. You frick with their oil exports, they can sink tankers from the Gulf Arabs.
There's really not much you can do if you're not willing to invade. Which would need at least a million troops, which means bringing back the draft. Which is a lot harder to do IRL than in Paradox games.
