They're getting there.
But why even bother with the migration? Make Egypt take Gaza and Jordan take the West Bank.
Obviously they don't want to deal with a bunch of Palestinians, so you make them with bribes, pressure, and military aid.
With that aid they repress Palestinian militancy. Arabs are allowed to repress Arabs.
