The gangs own the government. To the point the leader of Mexico comes out screaming about "Human right abuses in American prisons!" every time a high ranking member get's busted

The current government is openly supportive of the cartels, or at least whichever one controls them.

Extremely. In public he pretends they don't even exist. When the US arrested the former defense minister who worked for the cartels he threatened to shut down all law enforcement cooperation with the US unless he was immediately released.
