Yes but you speak as if they were a rich country in the 1970s which they weren't, 1970 Chile was extremely poor and the Concertación governments after democratization kept most of the economic policies implemented in the 80s, the 90s were the big decade of growth for Chile.
That was extreme poverty (literally People who couldn't even afford food or any basic needs, total destitution) not general poverty. Extreme poverty in 1990 was 13%, people forget 1970s LATAM was similar to current Africa in terms of social indicators, Argentina, Uruguay and Southeast/South Brazil being the exceptions
