Tax cuts are this boogeyman, but it's literally how things have always worked. You incentivize people to build infrastructure and business in your locality, then when they are established you ease into them not needing subsidy or breaks.
It lowers risk and greatly increases investment. The riskiest a business is usually is when it first starts. Most investors wait years for ROI.
The tax cuts are bad when they are permanent hands out to rich peoples friends for sure.
