I saw a story similar to this where companies just started adding sesame to everything to avoid liability after the FDA made new rules about the seed. Why do these toothless government agencies even bother making rules like this, corporations will just do whatever they can to dodge them.

From the wording of the article it seems more like they did this to allow more lax procedures at the bakery in regards to cross contamination.

And that's a good thing. If you're buying these goyslop brands you're in it for the low price. If you want a guarantee that your bread doesnt have a single sesame seed in it you should probably avoid gigantic industrial bakers that whip ingredients around on giant conveyor belts and in centrifuges
