80k is likely pre-tax. After taxes she's left with ~58000 a year or 4800 a month.

3000/4800=62.5%

Given that the average car payment is something like 730 a month, 1800 after taxes and rent isn't great but perfectly manageable if one is at all disciplined when it comes to spending.
