It's fricking Cancer! Just check the top sellers on Amazon and they all require you to use an app to generate a QR code to set up your camera. That app won't work unless you make an account handing over your email, phone number and sometimes even CC number
I've returned 3 so far for not being fit for purpose, one of them openly lying about the app requirement.

I haven't done anything crazy myself I just put a spare phone somewhere and charge it while streaming & use that if I need it
Alternatively I could literally just record and not stream it, and have it save to an sd card or something.
If you don't care for it having internet access then just get any cheap cam system that doesn't advertise any kind of cloud storage (you likely won't find this on amazon).
