Did they make you keep it under the seat? Delta had me keep my old girl under the seat. I flew Delta another time where the lady either bought the other seat next to her or got lucky and they let her set the dog on the seat next to her.

oh shit sorry if I missed that. They wouldn't let you board? There was a thread in /r/corgi where someone was afraid to fly United (or maybe it was american? oops forgot) and said they sometimes reject at the gate. I feel like the guy at ATL was questioning it when he looked at my dog carrier, but the Portland, ME front desk people were very friendly.
Try Delta if you still need to fly. They are so much better than everyone else. You have to call them and reserve a space for the dog. They only allow 2-3 dogs on the plane at a time.
