Douchebag next door has left his dog out in the cold for over an hour (not an isolated incident) and the dog is clearly suffering and in pain. Unironically what do I do?

I really don't like animal mistreatment like this and it's pissing me off

Any advice?

How cold? Can you talk to him? If not and it's that cold you can call animal control. Or just steal the dog and make the dog yours and make your new dog wear a disguise when you walk him
