They attempted cloud-seeding, got hit by a flash flood.

Some experts proposed a link early on, but journ*listic sources backed by their own meteorologists started claiming it was caused by global warming instead.

Considering the amount of sneeding about global warming is already exhausting, I'm putting some stock on the cloud-seeding idea.
