It can in a narrow set of circumstances which government has a difficult time achieviing due to its incentives and knowledge problems (i.e. it barely happens and it's madness to keep expecting them to get it right).
It was though. It took unemployed young men, most who had no skill set, and had them work construction jobs of many varieties giving valuable training and experience that could and would be later used throughout the country.

It's definitely not something to be done on a regular occasion by any stretch of the imagination. Government intervention should be minimal and only enacted in extremely dire circumstances. Almost all of the issues we face today is due to government overreach.
