Measure 110 means all drugs are legalized. It was sold as a humane alternative to prisons and the people of Oregon voted on it directly. They got sold a bill of hoods because Portlanders are subhumans.

I had to look it up because I went "surely not even Portland is that dumb" but holy crap you are right:
"Drugs affected include heroin, methamphetamine, PCP, LSD and oxycodone, as well as others. ...Reclassifies penalty for drug possession as a Class E civil violation. The new law aims to reverse racial disparities in policing, and was projected to reduce black arrests by 94%"
Gosh gee wow, why ever would this sane and reasonable policy get amended, who can possibly say?
