No, the union of 50 states would have to accept it into the federal republic of the USA. Biden's percentage of popular vote was barely 51%. Popular vote isn't a very good metric either considering many people say they don't vote at all if a large majority of their state votes for the other candidate. In any case, you don't win the entire electoral college without massively winning the popular vote.

The only thing I was stating was that "Biden was the most popular president" is incorrect and "Biden got the most votes out of any president" is misleading or worthless. He barely got 51%. Those people aren't rushing to say "Trump is the second most popular", "Trump got the second most votes ever", or "Trump is more popular than Obama". There are 30 presidents that got a higher percentage than Biden.

Yes, that still means popular vote is an imperfect metric for the above. Also, people say things like "X candidate would have won if we went by popular vote", but they have no basis for that. There is no guarantee the popular vote would be the same if the electoral college didn't exist.
