Shapiro. Penns is a vital swing state, and Shapiro doesn't offend anyone but the Palestine obsessives.

Of course, Pennsylvania is a swing state and the state Dems probably don't want to lose their governor. With that in mind, I'd pick Alex Padilla of California. Youngish at 51, appeals to Latinx, and can be easily replaced with another Democrat.
