This is just trying to win foreign investors, in particular the Chinese. Investors will demand enormous concessions for investing within a country with a recent history of confiscation without compensation.

This is why foreign investors park their money within western economies despite lower yields, they know that they're money won't be confiscated or decimated without due process from corruption. It's the same as paying off old defaulted loans to show that you're good for it just upon a national level.

They need foreign investments and to be viewed as a potentially fast growing economy which is worth the risk, anything that tips the scale into the favor of investing will generate more money than is spent considering they aren't r-slurred with the money and maintain political stability.

Trying to ascribe a racial angle is delusional, it's purely an economic question of purchasing trust through compensation of past confiscations.

Rhodesia was an unrecognized state, Queen Elizabeth rejected it when they declared her Queen of Rhodesia, and all the mayoid countries (led by the leafs under John Diefenbaker) sanctioned them so hard that they essentially couldnt trade with anyone except South Africa, because the Soviets were also sanctioning them.
