This is the CIA mocking conspiracy theorists who think they're behind every suspicious death that gets ruled as a suicide.

The most famous case is this journoid https://en.wikipedia.org/wiki/Gary_Webb who was looking into the whole CIA smuggling cocaine to fund the Contras affair. He was found dead with two gun shots at the back of the head. It was ruled as a suicide.

I guess but I think it’s clear what the article is saying: He put the bullet above his right cheek (ie. the front of his head) and it went through his face out his left cheek.
