So my guess is it would depend on the ability of each r-slurred individual to properly receive the necessary teachings and comprehend the sacrament - ableminded children typically receive Communion at age 7.

Traditionally I think that would've been the requirement but they've relaxed the standards to (in practice) being that they're not disruptive while receiving:

that the person be able to "distinguish the body of Christ from ordinary food," even if this recognition is evidenced through manner, gesture, or reverential silence rather than verbally.

It's also worth noting that Eastern Catholics/Orthodox begin Communion from infancy and it is thus by definition a discipline/small t-tradition rather than a theological matter.

The moral culpability of the severely mentally disabled is obviously also reduced and/or nonexistent, regardless.
