Some hospitals assume you're going to do it and will nag you even after you say no, but they legally can't perform the procedure without parental consent. There are stories about doctors doing it without asking but this was a few generations ago. Like in the 60s some r-slur nurse might just bring you your baby with a cut peepee. We have the goodest goys in the world.
