It's very obvious sarcasm referencing a meme about fricking with Americas boats not ending well for countries.

Japan attacked a lot of americas boats to get them in WWII, got nuked.

Germany sank the Lusitania not an american boat but had a ton of Americans on board, being a big part of the reason American entered the war.

Spain (at least according to American) blew up an American boat in the Caribbean and got beat in the Spanish American war losing its status as a superpower.
