Israel has been in there for 9 months now and haven't found Hamas' leaders or the hostages.  If they were actually trying to they would have done it by now.  Clearly they're just not going into the tunnels because they don't have the guts to take casualties.  They've already blown up all the housing in Gaza, which obviously was their real goal. The main objective is to eliminate Hamas as the government of Gaza (and its military wing), this will obviously take a long time, especially with the hundreds of KM's of tunnels and remaining weapons caches/infrastructure.
