Instead of following the part of UNSCR 1701 that orders Hezbollah to stay north of the Litani River, now they have go back 2km farther. - Wtf would this even accomplish?

"expanding UNIFIL's maritime mission to involve Lebanese ports and any ships heading to them" - I'm sure everyone shipping stuff through Beirut will be glad to wait for it to be searched.
"deploying observation teams in all of the country's airports" - These would basically be hostages since they would be totally surrounded by Hezbollah.
"building watchtowers on Lebanon's border with Syria" - Again, this is bonkers. You're scattering these guys in the middle of Hezbollah territory.
This is obviously designed so that there's no way it will ever be accepted. Even if the Lebanese accepted it (there's a 0% chance of this) there's no way the UN Security Council would.
Even if this were totally rewritten to drop all those points, the basic premise is incredibly r-slurred. It's what the Israelis have been trying to since the late 1970s: The Lebanese army and UNIFIL to fight their war for them. The only problem is, neither of those have any reason to.
The Lebanese army won't do it because everyone remembers what happened at the start of the civil war. The army broke apart with different soldiers and units taking their equipment and going to fight for different militias. At a time when they should have been a force for unity, they helped tear the country apart. Nobody wants that to happen again. That's why the army has had a strict policy of not getting involved in internal disputes. For example when Hezbollah had its allies crush the Druze in 2008, they just stood by and watched. You know who they will fight against? Israel. That's why they cooperate so much with Hezbollah. UNIFIL isn't going to go around kicking people's doors down and ransacking their homes because why the heck would they? They work for the UN, not Israel.
This was the last chance for a cease-fire before the election. I guess Biden's handlers decided that Israel isn't going to sign anything anyway, so don't do anything that would give Bibi a chance to humiliate him yet again.

There already has been a UN military occupation of Lebanon for over 40 years. Israel is just expecting them to actually do something to fight anti-Israel terrorists which is absurd

UN peacekeepers have never acted as an occupying military force. It's a complete nonstarter. This proposal is completely unserious.
