I'm curious what you're trying to gain from asking this question considering you're tacitly conceding that Hamas has active members in UNRWA. Is that not enough to deligitimise the organisation in your estimation? It's OK if it's not, that's an arguable position, but I ask because if Hamas inflitration doesn't change UNWRA legitimacy then why would Hezbollah infiltration, and if that's something you believe why don't you just say that instead of beating around the bush.

Of course they [I assume we're talking about Hamas right now] are "embedded" in UNRWA. If you live in Gaza, every part of your life involves UNRWA. If you're going to pose as a teacher, you'll pose as a teacher for UNRWA because they run all the schools. It doesn't mean that at UNRWA headquarters they're planning out how to send more bombs and propaganda to help Hamas or even that the leadership on the ground there in Gaza supports Hamas.
