Because Israel has drawn international ire over the past year. It would look bad if they straight up annexed the territory.
By doing it this way, people can argue "Israel didn't take over Gaza, America did!"

israel should just buy gaza. let them continue to live there while israel moves in but citizenship is off the table, and then give them a care package when they leave. this will make them more desirable immigrants than they currently are since they'll be coming in with money, so other countries will actually take them.

also it's not exactly capitulating for them to take over gaza and send the natives packing even if they are compensated, there would still be tons of commie seething about it which I would relish a great deal. it would quickly become a really valuable piece of land.
