why not just wait till all the scheduled hostage releases are complete before making such a bold statement?

I think that's what he's hoping for.
HAMAS cooperating means no more killing. So, Trump says something in hopes that HAMAS will retaliate and give Israel an excuse to kill another 40,000k people. It makes Trumps plan of relocating them much easier from a logistical standpoint.
